Espihir Falk's Fault

I posted earlier that I disagreed with the referee's decision on Falk's card. I am taking it back. I am re-reading my FIFA rule book and re-watching the play. Falk took an elbow to the back of Natasha Kai while Kai was on a goal scoring opportunity. There are two things wrong with that: 1. Elbow's in this league are illegal per the Commish and FIFA. 2.
